The 15% rule is a rule that affects all players. The rule means that if a given stat is 15% above the average stat of that player, then that player will receive a penalty in his training.
The penalty itself means that a 1/3-percent deduction is deducted for every 1% that the trained stats are higher than average, after the first 15%

That is, if the trained stats are 45% higher than the average, then the training is reduced by 10%. = (45-15) / 3
