The desire scenario is that one’s trainer always has 20 in the relevant stats, but you can just use coaches that have between 18 and 20 in the relevant stats.
If you hire a staff in a position that is not their specialty, the staff will have their stats decreased by 50%. This means, for example, that if you find a talent scout who has the right stats to be a good coach, then you should not hire him as a coach. As the staff is then hired for a function other than his specialty.
